Under the Occupational Health and Safety Act (OHSA), a Health & Safety Representative (HSR) is required in workplaces with 6-19 workers. Everyone in the workplace – employers, supervisors, and workers – have a role to play in keeping workplaces safe and healthy. The HSR acts as a link between workers and employers in supporting occupational health and safety at the workplace. An HSR is selected by workers at the workplace from workers who do not exercise managerial functions, or by the union if the workplace is unionized.


Many businesses that are not large enough to require a Joint Health and Safety Committee (JHSC) rely on their HSR to bring forward any Health & Safety issues that need attention. Unfortunately, many Health & Safety Reps do not have the necessary training to recognize or resolve these issues. The consequences of not having a well-trained Health & Safety Rep are seen too often. Workers can suffer a lost of income due to a critical injury. Families can lose a loved one to a workplace fatality. Employers can lose a valuable employee and production days. They may even have to replace damaged material and pay higher compensation costs.



To be effective in their duties, Health & Safety Reps should have a broad foundational knowledge and be committed to improving Health & Safety conditions in the workplace. HSRs must know how to exercise their considerable legislative functions. A well-trained HSR will make a difference to the level of safety in your workplace.
